From September 24, 2019, all electric bicycles in the province that meet the new mandatory national standard "Electric Bicycle Safety Technical Specifications" and unlisted electric bicycles in use before April 15, 2019 should be registered and listed. Vehicle number plates that have already been registered will continue to be valid. If you voluntarily replace a new type number plate, you must re-register and list. In the future, newly purchased electric bicycles that meet the new mandatory national standard shall be registered and listed within 15 working days after purchase.
From September 24 to December 31, 2019, the centralized registration and listing of electric bicycles that exceed the standard in use before April 15, 2019 will not be registered and listed if they are not registered after the deadline. Excessive electric bicycles purchased from April 15 to September 24, 2019 can be implemented with reference to the policy of centralized registration and listing period. Excess electric bicycles purchased after September 24, 2019 will not be registered and listed.
Electric bicycle users can log in to the WeChat service account of the "Shaanxi Public Security Traffic Police Electric Bicycle Management Platform" to pre-enter data and make an appointment for processing time and outlets. After the appointment is successful, go to the vehicle management office of the appointment or the social agency authorized by the public security traffic management department for registration and listing. The number plate of electric bicycles is as follows: the number plate of electric bicycles conforming to the new mandatory national standard is white on a blue background, the temporary number plate of electric bicycles exceeding the standard is black on a yellow background, and the number plate of express and takeaway electric bicycles is white on an orange background.
Starting from January 1, 2020, unregistered electric bicycles are not allowed to drive on the road; after June 30, 2022, the temporary license plate for the transitional period of exceeding the standard electric bicycle is invalidated, and vehicles are not allowed to drive on the road. It can further strengthen traffic travel management, standardize traffic order, and prevent road traffic accidents.
