New national standard for electric bicycles
China has about 200 million electric bicycles and an annual output of more than 30 million. It is well-deserved the largest country in the production and sales of electric bicycles. Although the compulsory national standard "General Technical Conditions for Electric Bicycles" (GB17761-1999) was released in 1999, in recent years, electric bicycle products have become larger and faster, and even some of them have been illegally modified. Bicycles are approaching the level of light electric motorcycles.
Regardless of the speed, the safety of electric bicycles has not been improved accordingly. According to the statistics of the traffic management department, traffic accidents involving electric bicycles are often closely related to the excessive speed per hour. In addition, the fire resistance is poor, and the number of fires is gradually increasing. Therefore, the electric bicycle industry needs to be regulated.
On April 15, 2019, the "Technical Specification for Safety of Electric Bicycles" (GB17761-2018), which is known as the "new national standard," was officially implemented.
According to the new national standard requirements, electric bicycles must have the ability to pedal, the maximum design speed does not exceed 25 kilometers per hour, the mass of the vehicle (including the battery) does not exceed 55 kg, the motor power does not exceed 400 watts, and the battery's nominal voltage does not exceed 48 volts. After the standard is formally implemented, products that do not meet the technical specifications shall not be produced, sold, or imported. For over-standard electric vehicles that do not meet the new national standard or the old national standard, temporary information boards will be issued to implement the transition period management, and a transition period of not more than 5 years will be set by each place. After the transition period expires, no more roads can be driven.
The new national standard strictly classifies electric two-wheelers. Except for electric bicycles, the maximum speed does not exceed 50 kilometers per hour, and the mass of the vehicle that can be greater than 40 kilograms is an electric moped, which belongs to a motor vehicle that does not allow people. Motorcycles with speeds above 50 kilometers per hour are allowed to carry an adult.
Motorcycles are motor vehicle attributes, but electric vehicles are non-motor vehicle attributes. The new national standard is to pull electric vehicles back to the track of non-motor vehicle attributes.
Since electric bicycles are not motor vehicles, they can be driven without obtaining a driver's license. However, after the implementation of the new national standard, no matter whether it is a standard electric vehicle or an excessive standard electric vehicle, it is necessary to go to the public security organ to go through the relevant procedures and hang an electric bicycle number plate (the standard electric vehicle) or a temporary information plate (the standard electric vehicle) before driving on the road .

The traffic management department encourages owners of electric bicycles (including exceeding standards) to purchase third party commercial liability insurance for traffic accidents. Encourage the driving of electric bicycles (including exceeding standards) on the road to wear safety helmets that meet the standards.
